Stage 1 — Initial LTA.PROMPT Application

What is Stage 1?

Stage 1 is the initial LTA.PROMPT permit application for new works affecting public streets. This is the first formal submission to LTA — it establishes the permit basis for the works and must be approved before works commence.

A complete Stage 1 submission includes all location plans, traffic management plan, road signage layout, method statement, insurance documents and contractor / supervisor details. Missing or incomplete documents are the most common cause of LTA technical comments at Stage 1.

Stage 1 Document Checklist

• ✅ Site location plan (key plan + detailed plan)
• ✅ Road reserve boundary shown on plan
• ✅ Traffic management plan (TMP) or road diversion plan
• ✅ Road signage layout with sign types and positions
• ✅ Method statement covering traffic impact and safety provisions
• ✅ Work zone staging plan (if multi-phase works)
• ✅ Public liability insurance certificate
• ✅ LTA-approved contractor details
• ✅ LTA-approved supervisor particulars
• ✅ PE endorsement of TMP (where required by LTA)
